As such, to answer your question: No, using the level 80 boost will not provide you with the ability to immediately learn the HoT or PoF elite specialziation.
By getting to level 80 you get enough hero points to unlock all the core ranger skills and traits, so to get druid you then need to do hero challenges, you get 1 per hero challenge in Core Tyria and 10 per challenge in HoT.

The concept you may be overlooking however is that those are easy. To get my tornado elite as an elementalist I had to spend 50 skill points. 10 x 2 = First two elite skills to unlock the second tier. +30 = the tornado elite itself. I think what the OP is talking about are skills like these, that cost 3, 6, or even upwards of 10 skill points a Pretend for a moment that skill point scrolls don't exist. Also pretend you don't get more skill points after you hit 80. What's left -- each level on the way to 80, and skill challenges -- are how you get hero points. (If you're already level 80 and you have done skill challenges, those should automatically convert to hero points for you.) 1 - as everyone else said, PoF is way easier than HoT, if only for simply getting to the points. I finally got a character to level 80 today, and noticed that I now can get mastery levels instead of normal ones.
